Chapter 8: Raising an Outbound Emergency Referral

1. Purpose#

To originate structured outbound emergency referral tickets with binding SLAs, ensuring guaranteed bed reservation before patient transport.

2. Scope#

Emergency departments, Community Health Centres, Sub-District Hospitals, and District Hospitals.

3. Responsibility#

Referring Medical Officers and Emergency Bed Managers.

4. Prerequisites#

Clinical stabilization assessment, transport suitability verification, and 108 ambulance dispatch linkage.

5. Procedure#

1. Navigate to Raise Referral at `/referrals/create`.

  • Callout 1: Urgency level classification:
    • Critical: 10-minute SLA (acute life threat, ventilator requirement)
    • Urgent: 30-minute SLA (urgent stabilization needed)
    • Routine: 120-minute SLA (hemodynamically stable transfer)
  • Callout 2: Specialty requirement, oxygen necessity, and ventilator support toggles.
  • Callout 3: PM-JAY Bed Finder proximity selector displaying nearest empanelled facilities.
  1. Click Submit Referral Ticket. The system issues a sequential tracking number (e.g., REF-UP-AGR-001-20260927-0012).

6. Timelines / SLA#

Ticket submission within 2 minutes of referral decision. Target acceptance within 10 minutes.

7. Troubleshooting and Escalation#

If ticket remains pending at 50% SLA expiration, automated escalation flags District Command and triggers secondary facility matching.

8. Records Kept#

Zero-PII command store ticket ledger, clinical referral link record, and timestamped transit dispatch audit.
